Scott Bullock, President & CEO
started his aviation career in the United States Air Force as an Aircraft Electrical and Environment Systems specialist making sure the aircraft were working at optimal condition and the Airmen safe. His job duties included maintenance of crucial items from cabin pressurization to engine control including all of the electrical, heating, air conditioning, and oxygen systems. Scott retired from the USAF in 2006.
When asked what he was most proud of, Scott replied, “I am most proud of building a thriving company from the ground up. Everyone has had a hand in the success of this company, and it takes everyone’s contributions to continue that success.” When hiring people, Scott looks for integrity and passion. He does not hire clock punchers, “They have to want to be here.”
Ed Marrufo, General Manager
has been able to help move the needle at Apex because of his vast experience and his managerial style. With over 30-years of experience, Ed has worked on a wide variety of aircraft and holds an Airframe & Powerplant (A&P) mechanics license with Inspection Authorization (IA).
Ed started out in general aviation, working for an extended period at Cessna and Eclipse, and then moved on to military contracts before Bullock convinced him and his wife to join Apex in the Las Vegas Valley. Ed is a very well-respected mentor, an awesome teacher and the type of manager who pitches in to help. (Read more about Ed.)

Mark Francetic, Director of Business Development
is an established avionics authority whose mission is to increase the ever-growing Part 25 business jet clientele at Apex.
With over 36 years of experience in the avionics industry, Mark has been featured in over 14 publications and magazines and has developed many STCs along the way. Francetic’s most recent position was Regional Avionics Sales Manager at Duncan Avionics where he developed many avionics systems training programs and seminars and presented them at over 30 locations throughout the US and Mexico, including NBAA and AEA events.
Mark graduated from Ferris State University with a degree in Avionics. He holds an A&P license and serves on the Honeywell Board and the Bendix King Dealer Advisory Board.
